A Qualified Rehabilitation Consultant is Minnesota’s statutory vocational rehabilitation professional, registered with the Department of Labor and Industry under Minn. Stat. 176.102 and Minnesota Rules 5220. QRCs work claims for private carriers and self-insured employers — Minnesota has no state fund of the Ohio or Washington kind.
DLI publishes the roster: well over 200 registered QRCs, roughly 30 interns and about 70 firms as of the 2025 figures. Very few professions in this corner of workers’ comp are countable; this one is.
QRC services bill at $129.98 an hour and placement at $104.09 on the 2025 figures, indexed annually. Payment is due within 30 days, and a late payer owes 4% interest. Current as of July 2026 — verify with Minnesota DLI.
Two consequences. Because the rate is statutory, a QRC practice does not compete on price — it competes on throughput and on the quality of its filings. And because there is an interest rule, an aging list in Minnesota is not just a worry list; it is a list of invoices that have earned something extra.
